CORRUPTED FILES 2006 - 2008. From the series: PLAN CARACAS, 1974 - 1976

Plan Caracas, was the first documented governmental experience intended to consolidate the infrastructure and architectonic design of Venezuelan favelas that organically grew surrounding the modernistic capital city.


Only two projects were finished and documented by publishing fully illustrated booklets: La Vega and Los Manolos, which carried the original names that people gave to these spontaneous urban developments. All these coincided with the nationalization of the oil industry and an enormous influx of money product of the 1973 international oil crisis.


The government rhetoric portraying the oil as property of the people and the fact that only two projects of this nature were completed shows how the interruption of this initiative, of redistribution of wealth, may reveal the instrumentality of architecture and photography as a tool for demagogic propaganda. Therefore the manipulation and circulation of these images of poor people and its architecture becomes an issue. Furthermore when all politicians, (during the last fifty years and independently of their ideological stands), repeatedly use the subject as a populist strategy; it becomes an evident manipulation of the image, which ends up by canceling its effectiveness as certifier of the real.
